Birmingham town hall was so completely covered in a similar fashion I didn't even notice when it was finally finished and they took down the scaffolding.
Judging by the angle, i'd say the Leaning Tower of Pisa!
Maybe they've got Leona Lewis behind there. They just forgot to tell anyone.
nrg: hmm.. maybe there is a business opportunity there - you could fool people into buying hoses which are just flappy bits of canvas?
